Since late 80s packaging and accessories sector of the country has been
growing at a faster pace. In fact because of the rapid growth of ready-made
garments, carton and accessories sector of the country has been growing
keeping in pace with the growth of the RMG sector and by now, about one
thousand export oriented carton and accessories industries have been set
up in the country. The export oriented carton and accessories sector is
now the largest deemed export sector of the country, which contributes
significantly to the economy in terms of export growth, creation of employment
opportunities, industrial development etc. Almost all the packaging and
accessories materials for the export-oriented industries are now available
within the reach of the exporters at the best competitive price and within
the shortest possible time that gives our RMG industries a great facility
of reduced lead time which is very much required for sustenance of our
RMG in the heavily competitive world market specially after the phasing
out of MFA.
Apart
from the above, because of increased migration of rural people to cities
and towns, demand for consumer goods is also increasing at a faster rate.
Consequent upon that industries producing consumable items like; food
and beverage, cosmetics, goods for daily necessaries etc.are also flourishing
at a faster rate. To cater to the packaging needs of these local industries
demand for flexible packaging materials and also for cartons is growing
rapidly.
We all know that like fashion items packaging techniques in the world
are changing almost every day. Although for the last few years packaging,
printing and accessories industries of the country have been undergoing
rapid changes and state of art machine, improved technologies etc. are
now being used yet for further development of our packaging and accessories
sector in terms of use of latest technology, diversification of the use
of packaging items etc. we need to establish a Packaging and Accessories
Institute in the country.
This association is striving hard for development of packaging sector and
to set up a packaging institute in Bangladesh. BCCAMEA pursue the different
donor agencies to finance the project. After relentless effort senior advisor
packaging, International Trade Center (ITC), Geneva came to Bangladesh in
last March 2007 to discuss about Modalities of setting up a packaging
institute. After discussion MOU was signed with BCCAMEA. To implement the
project Bangladesh packaging working group was formed under the leadership
of President, BCCAMEA. A seminar is going to be held shortly with stake holders for
presentation of working paper prepared by consultants.
Some achievements have been made during 2007.
Validity of bonding period has been extended from one year to two years,
Income tax has reduced from 0.50% to 0.25% discretionary power of VAT
officials has been curtailed and bonder can operate their factories with
in the radius of 60 Kilometer under the same bond license. This is a
success of BCCAMEA and providing major relief to our members.
